Carlos Alberto Scaramuzza is a biologist and PhD in Ecology from USP with thirty-two years of professional experience in conservation and sustainable use of biodiversity and public policies, developing technical advice, scientific research and project management. He is the owner and executive director of Flexus Consultoria em Biodiversidade e Sustentabilidade.

The main focus of his career has been the establishment of bridges between technical-scientific research and biodiversity conservation in the field, the implementation of public policies and management of projects and programs.

The main areas of expertise are: conservation biology, vegetation and landscape ecology, biogeography, dynamics of land use, geoprocessing applications, remote sensing and environmental modeling; ecology of tropical forests, cerrado and grasslands; and development of public and private policies.

Among his main positions, his period as a researcher at EMBRAPA and his nine years at WWF-Brazil stand out, where he implemented and coordinated the Landscape Ecology laboratory and later led the Conservation Superintendence of Regional and Thematic Programs. In this last position, his performance took place extensively in the interface between public policies with research and development in a diverse context, including international negotiations and with federal and state governments, being responsible for the expansion of 2 conservation programs with a team of 14 people to 6 with 39 people.

From May 2103 to December 2017, he was on the board of the Secretariat for Biodiversity and Forests, first as director of the Biodiversity Conversation Department and from July 2015 onwards as head of the new Ecosystem Conservation Department. In both positions, the focus was on the development and implementation of public policies for the sustainable use and conservation of biodiversity. This scope includes, among others, the following topics: management of threatened and invasive species, promotion of sustainable production chains for species of Brazilian biodiversity, ecological restoration, systematic conservation planning, landscape management, monitoring, economics of ecosystems and biodiversity , international conventions and initiatives (CBD, Ramsar, TEEB and IPBES).

Among the results achieved, the following stand out: the development of the first national policy for the recovery of native vegetation (PLANAVEG); the coordination of the process of updating the priority areas for biodiversity conservation for the Amazon, Atlantic Forest and Pampa biogeographical regions and the marine environments and the coastal zone; the ongoing development of a National Conservation Strategy for Wetlands and Ramsar sites; and the proposition of 2 large regional Ramsar Amazonian sites. He was responsible for managing 9 international cooperation projects for biodiversity conservation (GEF – Biodiversity, Food and Nutrition; Pollinators; Cerrado; Probio II; Sustainable Landscapes of the Amazon and Private Areas and related to German cooperation BMUB / KFW – TEEB Local and Regional and Climate Change and Biodiversity in the Atlantic Forest – last 5 total = US$63 million.
